B E T W E E N :
It is hereby requested a hearing to take place before the end of the year in regards to the following matters, with Justice Hedley as he stated he will remain in the case.
For all purposes the case will be set during at Highcourtofjustice.org.
Based on equality of rights, equal protection of the laws, and Constitutions applicable, and the respect of the rights regardless of sex, race, origin, or religion;
Based by the reason Samantha Jennifer Lowry illegally holds all my property, documents, home and absolutely all property, and that I cannot travel or enter England or the United States precisely by those reasons and the breach of the settlement agreement and,
That at no time I have been in the Jurisdiction on the United Kingdom, but at all times inside Mexican Jurisdiction and,
These are Hague proceedings, and have been, Daniel Pavon Cuellar has not made any appearance in any court to his knowledge that were not Hague proceedings, and therefore even if they took place, were wrong to have, as they were required to stay any proceedings out Of the Hague Convention Proceedings, and therefore further nullifies such orders.
Those documents were not served as required by international treaties such as:
CONVENTION ON CIVIL PROCEDURE and Mexican laws and Constitution, and become unenforceable, and invalid, neither were translated into Spanish as required by Treaties and other laws…
CONVENTION ON THE SERVICE ABROAD OF JUDICIAL AND EXTRAJUDICIAL DOCUMENTS IN CIVIL OR COMMERCIAL MATTERS
(Concluded 15 November 1965)
Article 1
The present Convention shall apply in all cases, in civil or commercial matters, where there is occasion to transmit a judicial or extrajudicial document for service abroad.
This Convention shall not apply where the address of the person to be served with the document is not known.
chapter i - judicial documents
Article 2
Each Contracting State shall designate a Central Authority which will undertake to receive requests for service coming from other Contracting States and to proceed in conformity with the provisions of Articles 3 to 6.
Each State shall organise the Central Authority in conformity with its own law.
Article 3
The authority or judicial officer competent under the law of the State in which the documents originate shall forward to the Central Authority of the State addressed a request conforming to the model annexed to the present Convention, without any requirement of legalisation or other equivalent formality.
The document to be served or a copy thereof shall be annexed to the request. The request and the document shall both be furnished in duplicate.
Article 4
If the Central Authority considers that the request does not comply with the provisions of the present Convention it shall promptly inform the applicant and specify its objections to the request.
Article 5
The Central Authority of the State addressed shall itself serve the document or shall arrange to have it served by an appropriate agency, either -
a) by a method prescribed by its internal law for the service of documents in domestic actions upon persons who are within its territory, or
b) by a particular method requested by the applicant, unless such a method is incompatible with the law of the State addressed.
Subject to sub-paragraph (b) of the first paragraph of this Article, the document may always be served by delivery to an addressee who accepts it voluntarily.
If the document is to be served under the first paragraph above, the Central Authority may require the document to be written in, or translated into, the official language or one of the official languages of the State addressed.
That part of the request, in the form attached to the present Convention, which contains a summary of the document to be served, shall be served with the document.
HAGUE CONVENTION ON CIVIL PROCEDURE
(Concluded 1 March 1954)
COMMUNICATION OF JUDICIAL AND EXTRAJUDICIAL DOCUMENTS
Article 1
In civil or commercial matters, the service of documents addressed to persons abroad shall be effected in the Contracting States on request of a consul of the requesting State, made to the authority which shall be designated by the State addressed. The request, specifying the authority originating the document forwarded, the names and capacities of the parties, the address of the addressee, and the nature of the document in question, shall be in the language of the requested authority. This authority shall send to the consul the certificate showing service or indicating the fact which prevented it.
I objected to such service and to the language
MEXICO ORDERS ALL SERVICE OF CIVIL DOCUMENTS SHALL BE MADE IN PERSON, AND this is a right protected in Mexico EVEN TO A CONSTITUTIONAL LEVEL
It is required that such documents will be sent to the central authorities of Mexico, and to be served under the Laws and Constitutional rights of Mexico, then several other processes should follow before then can become effective.
The orders obtained by Samantha Lowry and her solicitors, are based on frivolous claims, perjury and are groundless and FURTHER violates the father rights, furthermore, been Out of jurisdiction since Daniel Pavon Cuellar is not, nor has been at anytime during any of the events in England.
Furthermore, Samantha Lowry has abducted the son of the father, remains in illegal possession of all his property, and has seriously violated his rights, his son rights, his family rights, his privacy rights, his constitutional rights, his intellectual rights, his property rights and several others rights that continue to be violated, Some of such orders further violates some of these rights.

Samantha Lowry and her solicitors have ´previously stated they personally knew of the Hague proceedings, but obtained orders after SUCH KNOWLEDGE to obstruct by fraudulent acts the information required to be given by the Convention Treaty itself.
Furthermore, Daniel Pavon Cuellar has been AT ALL TIMES INSIDE Mexican Jurisdiction, and therefore the Laws of Mexico apply as well as the Constitutional rights of Mexico, Human ,Civil rights and International Rights, laws and treaties, and;
The Father invoked these rights to be respected during proceedings in England.
The following rights have or continue to be violated:

·(1) Everyone has the right to a nationality.
·(2) No one shall be arbitrarily deprived of his nationality nor denied the right to change his nationality.
Article 16.
·(1) Men and women of full age, without any limitation due to race, nationality or religion, have the right to marry and to found a family. They are entitled to equal rights as to marriage, during marriage and at its dissolution.
·(2) Marriage shall be entered into only with the free and full consent of the intending spouses.
·(3) The family is the natural and fundamental group unit of society and is entitled to protection by society and the State.
Article 17.
·(1) Everyone has the right to own property alone as well as in association with others.
·(2) No one shall be arbitrarily deprived of his property.
Article 19.
·Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.
Article 27.
·(1) Everyone has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.
·(2) Everyone has the right to the protection of the moral and material interests resulting from any scientific, literary or artistic production of which he is the author.

Convention on the Rights of the Child
PREAMBLE
·The States Parties to the present Convention, Considering that, in accordance with the principles proclaimed in the Charter of the United Nations, recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world,
·Convinced that the family, as the fundamental group of society and the natural environment for the growth and well-being of all its members and particularly children, should be afforded the necessary protection and assistance so that it can fully assume its responsibilities within the community,
·Recognizing that the child, for the full and harmonious development of his or her personality, should grow up in a family environment, in an atmosphere of happiness, love and understanding,
·Article 3
·1. In all actions concerning children, whether undertaken by public or private social welfare institutions, courts of law, administrative authorities or legislative bodies, the best interests of the child shall be a primary consideration
·Article 5
·States Parties shall respect the responsibilities, rights and duties of parents or, where applicable, the members of the extended family
·Article 7
·1. The child shall be registered immediately after birth and shall have the right from birth to a name, the right to acquire a nationality and, as far as possible, the right to know and be cared for by his or her parents.
·Article 8
·1. States Parties undertake to respect the right of the child to preserve his or her identity, including nationality, name and family relations as recognized by law without unlawful interference.
·2. Where a child is illegally deprived of some or all of the elements of his or her identity, States Parties shall provide appropriate assistance and protection, with a view to speedily re-establishing his or her identity.
·Article 9
·1. States Parties shall ensure that a child shall not be separated from his or her parents against their will,
· 3. States Parties shall respect the right of the child who is separated from one or both parents to maintain personal relations and direct contact with both parents on a regular basis, except if it is contrary to the child's best interests.
Article 10
1. In accordance with the obligation of States Parties under article 9, paragraph 1, applications by a child or his or her parents to enter or leave a State Party for the purpose of family reunification shall be dealt with by States Parties in a positive, humane and expeditious manner. States Parties shall further ensure that the submission of such a request shall entail no adverse consequences for the applicants and for the members of their family.
2. A child whose parents reside in different States shall have the right to maintain on a regular basis, save in exceptional circumstances personal relations and direct contacts with both parents.
Article 11
1. States Parties shall take measures to combat the illicit transfer and non-return of children abroad.
2. To this end, States Parties shall promote the conclusion of bilateral or multilateral agreements or accession to existing agreements.
Article 16
1. No child shall be subjected to arbitrary or unlawful interference with his or her privacy, family, home or correspondence, nor to unlawful attacks on his or her honour and reputation.
2. The child has the right to the protection of the law against such interference or attacks.
Article 19
1. States Parties shall take all appropriate legislative, administrative, social and educational measures to protect the child from all forms of physical or mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual abuse, while in the care of parent(s), legal guardian(s) or any other person who has the care of the child.
Article 29
1. States Parties agree that the education of the child shall be directed to:
(a) The development of the child's personality, talents and mental and physical abilities to their fullest potential;
(b) The development of respect for human rights and fundamental freedoms, and for the principles enshrined in the Charter of the United Nations;
(c) The development of respect for the child's parents, his or her own cultural identity, language and values, for the national values of the country in which the child is living; the country from which he or she may originate, and for civilizations different from his or her own;
(d) The preparation of the child for responsible life in a free society, in the spirit of understanding, peace, tolerance, equality of sexes, and friendship among all peoples, ethnic, national and religious groups and persons of indigenous origin;
Article 35
States Parties shall take all appropriate national, bilateral and multilateral measures to prevent the abduction of, the sale of or traffic in children for any purpose or in any form.
Article 36
States Parties shall protect the child against all other forms of exploitation prejudicial to any aspects of the child's welfare.
The term "exploitation" may carry two distinct meanings:
1.The act of using something for any purpose. In this case, exploit is a synonym for use : http://en.wikipedia.org/wiki/Use.
2.The act of using something in an unjust or cruel manner.
3.selfish utilization
14 amendment of the United States constitution:
All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.
Furthermore, please refer to the Federal code of “Conspiracy against rights” and “Depravation of rights under the color of Law” such orders, will breach this code, make then liable of criminal and civil penalties, and also see the lawsuit filed against Samantha Lowry et al at www.thelawsuit.org
Therefore, all orders should be removed in their entirety and replaced with the following orders:
PENAL NOTICE ATTACHED TO THIS PARAGRAPH:
TAKE NOTICE THAT IF YOU DO NOT OBEY THIS PARAGRAPH OF THIS ORDER YOU WILL BE GUILTY OF CONTEMPT OF COURT AND YOU MAY BE FINED, YOUR ASSETS MAY BE SIZED OR YOU MAY BE SENT TO PRISON.
The parent or person in possession of the child is hereby ordered to deliver a copy of this order to anyone who is above 14 years of age and who may have contact with the child.
The Child is kidnapped in England pending his return to Mexico, and therefore while his return is obtained:
1)To anyone in possession of the child should deliver any and all documents that can be use for travel or removal of the Child from the England to the Court, were they should remain a ward of the court, (not of the solicitors.) The Parent in possession of the child is ordered to deliver a copy to anyone who may have possession of the child at any time after today.
2)Anyone who receives this order is restricted to obtain any documents for the purpose to remove the child from England without permission of the court.
3)The Parents are hereby restrained from violating ANY of the rights of the other PARENT or their members of their family granted by Laws, Constitutions or Treaties that may apply, and must not instruct or encourage anyone to do so.
4)The Parents and family members immediately and permanently are restrained to use any type of violence against the other or any member of their family, and must not instruct anyone to do so.
5)The parents are hereby required to deliver a copy to each member of their family.
6)Any person in possession, or in contact of the child, should immediately and permanently be restrained from any harm of any type against the child, or to deprive him from any of his rights granted by Laws, Treaties or Constitutions.
7)THE ORDERS OF 111 TO 120 ARE HEREBY REQUESTED TO BE GRANTED, IF THE MOTHER REFUSES TO PROVIDE SUCH INFORMATION WILLINGLY TODAY.
8)STOLEN PROPERTY: Samantha Lowry and anyone who may have worked or been instructed on her behalf, should return all property from Daniel Pavon Cuellar as per the settlement agreement, including and without delay, all his records and personal property, all exempt property, AND ALL PERSONAL RECORDS FROM HIM AND ANY MEMBER OF HIS FAMILY, Samantha Lowry is hereby required to deliver a copy of this order to anyone who she may believe is(are) in possession of any of the property, documents, or records of any of the members of the Pavon Cuellar family that she is aware of, and that were wrongfully obtained.
9)The father to immediately provide notice to the High Court of England if he plans or enters to United Kingdom at any given time during any proceedings.
10)Any other order sought, should be a mirror order in equality, regardless of sex, race or origin.
11)The Bundles on the court, should remain in the court as a “ward” during the term the child will remain a war of the court, and to be used during any and all proceedings

The person or entity in possession of the child is hereby ordered to deliver a copy of this orders to anyone who is above 14 years of age, with contact with the child .
WITHIN 14 DAYS:
1)Social services should contact the father .
2)Any communication between the parents should be made on a polite and educated manner
3)Samantha should immediately provide contact to the father with the child, via internet and provide detail unedited records of the child since the abduction.
4) Samantha Lowry should provide a full medical exam of the child by social services within 14 days.
5)Samantha Should provide a Criminal record for Joseph Patrick Douglas Lowry who apparently was accused of serious child abuse in the past, and who has contact with the child as provided by the Cafcass report
6)SAMANTHA SHOULD PROVIDE DETAIL INFORMATION OF THE CHILD TO THE FATHER PERTAINING TO ANY MATTER INCLUDING EDUCATION, MEDICAL, SCHOOL and any other type of information in regards to the child SINCE THE ABDUCTION AND ON MONTHLY BASIS, UNTIL THIS CONFLICT IS RESOLVED in its entirety. Or,
7) Samantha J Lowry and her solicitors and Daniel Pavon Cuellar and her solicitors should provide any orders they seek, with STRICT EVIDENCE PROVIDED and any other record they deem needed as grounds to obtain any type of order against the other.
Then within 14 days after, they should provide their skeleton argument or evidence to refute their why the orders should not apply.
The court should decide in the matter to know which orders will proceed based on the arguments of the parties.
